A review of the Kent and Medway STP’s draft case for change (C4C), prior to their development of an internal use C4C and a public facing version, which would inform subsequent papers describing models of care, and service options. We noted that there is no national or published template for a C4C. In preparing for this senate review we identified what we considered to be the important elements one should contain when a county wide health system is being described.
